POL 41100 - Congress: Structure And Functioning Credit Hours: 3.00. A study of how Congress operates in practice. Students will analyze the roles Congress plays in the US government, with particular attention paid to how member goals and behavior affect the institution. Course Learning Outcomes 1. Describe the history, processes, behavioral nature, and institutionalization of the U.S. Congress.
2. Explain the fundamentals of representation and legislative procedure.
3. Evaluate the impact of money, politics, and participation on legislative outcomes.
4. Assess the impact of Congress members’ goals on congressional behavior.
